I am new to UpWork, and am currently working with my first client on a research project. Last week, I logged in 1.5 hours of work. My client, however, was billed for 2 hours weekly salary. He has paused the project until I can explain to him why he is being charged for 2 hours when I only logged 1.5. The total project was bid at 10 hours of research at $30/hour. What do I tell him?

Hi Kathy,
The contract was originally set up by your client and accepted by yourself with a weekly limit for logged hours a Recurring Weekly Payment.
This means that you will get paid weekly even if you don't track any time. At this moment you can issue a refund for this amount.
