Billing Scheduled payment issue

Hello Upwork,

I set scheduled payment to Local bank in my Upwork account only for 100$ or more for every week. I also set a reserve balance of 15$. But today it has been withdrawn $28.22, which is the whole amount of my balance. There is no reserved balanced also.

Please let me know why my scheduled setting was not worked?
