Bring my own client to Upwork

I used to work with upwork clients, but during last months I have been working with an external client, I have told him about the possibility to begin working with me through upwork and he want to give it a try.

I remember to have received an email with a link promoting this program but I can not find it on my email client.

Is the program still active? could I apply to this program? What if I deleted the email with the link?

 Why do you want to do that? 

What happens if your client does not like Upwork? Do you know that once you two are married through Upwork you can not work together privately for 2 years?
