My sister is new on Up work and I was wondering if she can use the same bank card as a billing method on Upwork? as she doesn't have a bank account of her own ..

As long as the owner of the billing method authorized your sister to use it, she should be able to add it to her account. If any issues arise, the Upwork team will notify her directly.

If you're referring to the payment method, she needs to be listed as an account holder or authorized signer on that account. Here is the help article with more information.
