Calling a phone number to record

Hello,

It's my first job on Upwork and I fear that it could be a scam. The client was asking me for my phone number before we even had a contract (which I refused) and he wants me to call a phone number, who's supposed to be free, to record the audio he want.

Could that possibly be a scam?

I really doubt this job as the client is asking me to call a certain phone number who's supposedly free to call.
