Long story short, I had a potential client ask me about a project and whether I can do it. I was never offered the job or sent a contract, so I naturally assumed he went with another freelancer. Today he contacted me asking for an update, and I replied that since I was never formally offered the position, I did not work on the project as I refuse to do work outside of UpWork since it doesn't offer the protection. He seemed upset, and I'm wondering if he can somehow leave negative feedback even though there was nothing formal.

Don't worry, Maria - clients may leave feedback only when they pay. Your "client" didn't even hire you, so no worries. A warning: NEVER do any work unless you've accepted an offer, and a contract is showing under 'My jobs'.
