I sent a proposal to a client bidding $30/hour, and they sent me an offer for $20/hour. Can I negotiate via a message after an offer is made?

You can negotiate the rate after an offer is made.

If you have NOT YET CLICKED on the "Accept" button to start a contract, then you can still negotiate a rate.

You can also change your proposal terms by following the steps here. You can continue negotiating with the client and the client can change the offer terms accordingly.
