Can Reviews for Clients Be Hidden?

I've never seen this before. This client has a five star rating based on 2 reviews, but their Recent History shows several jobs, most of which they didn't receive reviews for. I didn't know it was possible for a contract to close with neither party leaving feedback for the other. Is this a bug or something new? Or something else - a case of refunding, a dispute ...?
