Can UpWork make a disclaimer how to contact a freelancer?

I'm starting to get spammed by clients that can't even state clearly what exactly are they looking for and didn't even read anything on my profile.

Apparently, now everyone that spent $1k can send meaningless messages to freelancers and waste our time.

Can UpWork create a disclaimer how to be specific about what you want just as you did with Feedback guidance after closing the contract?


(Edit: Same should be done for creating jobs/inviting for jobs.)
