Can a freelancer create a new contract with a new client during the active candidacy?

I'm in the active candidacy phase and a client has asked me, the frelancer, to create a contract. I do not see how that can be done. What am I missing? (It does not seem that the direct contract function is applicable here.)

Hi Daniel, 

Clarify to your client that he is the one who is capable of sending you the offer to hire you and start the contract. He can do that if he followed the instructions in this link.
