Can jobs stay open after freelancer has started and connect refunds

I've submitted 4 proposals so far and within a day, of their submit, the job closed... Why wouldn't I get my credits back for this, can the client not start work with the freelancer and still have the job be open?

I bought the credits to get work, not have them wasted haha

It's stated here that "If a project is canceled by the client without making a hire, the Connects used on that proposal will be returned to you for reuse. This does not apply to expired job posts."

So, those jobs may have expired.
