Can my contractor charge me?

Hello all! I am new here, and I just got this offer where the contractor sent a pdf to choose the project I want to work on and in each there are the details how much is paying but aside there is a charge to make sure I complete the task. If everything in handled on time he returns the payment I make.

Is this something legit to do here..??

It's a scam....don't fall for it do not pay anything.

Let me guess.... the "client" (not "contractor" - YOU are the contractor), asked you to go on Telegram or Skype, and you agreed. Mistake number 1.
