Can't give feedback after ending contract?

Just want to make sure this is normal - I took a job and ended the contract due to unclear requirements/lack of communication from the client on several occasions for extended periods of time. I submitted work and they requested changes on day 13 of the 14 day period with the changes requested being highly outside of the scope of work agreed on. I decided to cut my losses and end the contract as "Job requirements unclear," but didn't get a section regarding feedback - is that because the job wasn't actually completed? Will the client be able to leave me feedback under the same circumstances?
