Can't refer a freelancer

Whenever I get invites, I have the option to decline and refer another freelancer. I haven't tried it before until now. It didn't work. I tried it a few times. After I finished putting in the necessary info and clicking the decline and refer button, I always get an error message telling me that something went wrong and to try again later. Why is that?
