Can't respond to request for proposal.

I have gotten a request to submit a proposal but when I click the "Submit Proposal" button in the email I get to a page that show an error stating "You are not authorized to access this page".

Usually that means the client has withdrawn the invite or the job is no longer available anymore for other reasons.

I checked this for you and it looks like you already submitted a proposal for the job you're referring to. You can please check this under your Proposals page.
