Can we cancel VAT fee on Upwork when putting VAT number after the client paid us ?

Hello everyone,

I search for this question on upwork but didn't find it on Google, maybe I don't use the correct keys.

But here it is, I got a job of a client and my earning after review are in the pending and it's showing the VAT fee that takes by Upwork.

So my question if it's possible to cancel this fee putting the VAT number just now ? 

Do I have to contact Upwork to cancel it after putting my VAT number which is after the client payment ?

I'm new and I'm getting lost with all of this, thank you for helping.
