Upload your video on a file-sharing service website (Dropbox,Google Drive, OneDrive...) and share the link in your proposal.

You may post a video to YouTube or Vimeo and share the link to it.

If the video is a general introduction to you and your skills, you might as well put it in your profile, so other potential clients can see it too.
