Or do you only get the ratings when you close them out?

You can get 'mid contract' feedback from the client (One of my clients did that for a contract that is still in progress), but the 'stars' they give don't count toward your current JSS. However, it does make for a nice 'referral' on your profile for future/potential clients - a selling point, I suppose. The client can leave regular post-contract feedback when the contract ends that is factored into your JSS.

You need some small contracts to get stars.
Also i see you have lot of No feedback given. You can ask clients to rate you.
