Cannot Submit a Proposal

Hi there,  I'm having issues submitting a proposal. When I click on 'Submit Proposal' it brings me to a new window and says 'verifying' and then goes blank. I've tried using a different browser, going incognito, etc. and nothing works. Any help would be great, thank you!
