Cannot add skills to new portfolio projects

Hi community!

I am trying to add new project to my portfolio with new portoflio wizard but I cannot add skills to my project. First, I thought skills are not available after skills test removals. But for old projects, I can add and change skills.

Do you have same problem as me, how can I add skills to my new projects? It is essential to add skills to be found easily.
