Cannot hire freelancer and billing method shows as charge failed ( Paypal )

Getting this error message when trying to hire someone.

"You don't have a valid billing method on file with Upwork. Please correct this before making an offer."

Also, on billing methods, it shows charge failed(paypal method)

It is rather urgent.
