Cant send proposal

Hello. I'm having trouble submitting proposals on upwork. My account is complete and trying different browsers hasn't helped. Any suggestions?

hello. I have tried sending three proposals in the last 2 hours. I have
enough connections and my profile is complete. When I click Submit proposal
nothing changes. the page stays the same and when I refresh the page, all
my typed text disappears. I am currently using google chrome. I tried using
incnognito mode and Microsoft but I couldn't log into upwork then. Please
help
