Cant use Live Chat , Why ?

why cant i use Live chat ? although im a top rated, anytime i try to use ut regardless of day and time , i end up getting only option to create a ticket, why is that ?

Hello, thanks for your reply but it is completely different than the topic in my post , im saying that why every single time i  try to reach live chat all over a month isnt available ?
