Changing location problem going in circles

Hi,

Currently my location is set to India as that's where I created my account from. Now I want to change it to US.

I put in my US address and clicked save. I got an error saying I need to first fill in the W-9 before I can change location to US along with a link. That link takes me to the tax information page. I changed the address there. But the problem is the page only has Indian tax related information, no W-9 probably since my location is still India. So how do I update my location?
