Charge Time for collaboration?

For freelancers that have to have to calaborate with the customer to get a final concept before creating the product, do you charge for that time?

 

For example, if a customer wants a new website but before you begin on the website, they want a basic structure (Ie: visio doc) or diagram of how the structure will be when the site is created. Do you charge your time as you and the customer go back and forth making revisions or do you just charge for working on the final product?

Any time you spend on anything that's needed to complete a client's project should be billed to the client.

Well, it depends on the project but as a freelancer, you must charge a client for the time used on the project.
