I have two questions.
Question 1. One of top rated program perks is:
-Premium customer support, including phone and chat
So where is a link to chat support and where is phone number? I looked into many places on the site, but didn't found chat button and phone number. I guess, top rated members should have these things in visible places.
Question 2. Previously, in oDesk when I submitted proposal to some project, I had notification when client get hired someone else for this project. During past two months I submitted about 60 proposals and I never get notification if clients hired someone for their projects. Perhaps, these 60 projects was never started. But I'm just curious: should I get notification when someone is hired for the project?

You may find the chat and phone number on the Help & Support Page of your account. Click on the "?" icon on the Upper right>Get Help button.
We still continue to send notification if your application is declined. One of our team will contact you directly to further assist you with your notification issues.

Please, click "Get Help from Upwork" button on this page and add information about your account and the type of the question. Once you click "Next" you should see an option to submit request. Please take note that due to the volume of users we have on the platform, not all users have access to all support options.
If you are contacting support about an issue you've had a ticket about, please go to My Request and comment on that ticket.

It would be helpful to note that clients don't have to and usually don't bother to "decline" a freelancer's proposal, triggering an email. If they hire someone else and close the job, or hire someone and let the job expire, or don't hire anyone at all and let the job expire, no email or other notification is generated. The only options under a freelancer's notification settings are if a job is canceled (not expired or closed) or a proposal is specifically rejected (not ignored).
The only way to track what happens to all of your proposals is on the "Archived' tab of the "Proposals" page found under "Find Work." There you can see what jobs expired, which were closed, etc, and see the original job posts with hiring/interviewing information. If the client hired someone and the job isn't private, that contract will be listed under the client's "Work History and Feedback" at the bottom of the page.
That said, most freelancers "fire and forget" proposals - a better use of one's time to move on to the next thing once the ball is in the client's court.

Hello,
It can be confusing to someone because when you click on support (?), it open FAQ page but there is a Big Green button in the right corner of the page "Get Help" if you fill your detail there, Upwork will again suggest you an related answer from FAQ but you click "I still have Question" option then you will a pop-up with chat, phone etc. If choose chat, chat will be intitiated with support staff quickly.

You don't qualify for top rated, your JSS is much too low.
To qualify for top rated, you have to have had a JSS of over 90% for at least 13 of the last 16 weeks.
