Even if no money changed hands the client does get the opportunity to leave private feedback and that will be factored into the freelancer's JSS.

I went back and read Preston's previous post again. Yes, he has mentioned that private feedback can be left.
“If you issue a refund for any money paid already, and then close the contract, then nothing will show on your profile page. It is possible that the client will give you negative private feedback, but maybe they won't.”
And fate would have it. ...
After filing a dispute, I retained original funds from the client without
doing extra work or "ongoing revisions."
The Upwork administration supported my claim after client didn't respond
within five days. ...to rebuttal my case.
After Upwork's inquiry, I requested full funds and that this client be
banned from the site. I don't believe the latter occurred.
But I did get my money.
Let it be a giant step for freelancers of all kinds.
