All budgets are not reasonable but the 0.01-bid-freelancer hopes to be no. 1 on the list as the client looks for freelancers with the lowest rates.

"Placeholder Bid" - often seen when prohects are badly described and freelancer explains what they will do for what price in the proposal.
Margarete, Bids are not ordered in price order so that would not work....
