You can hire another freelancer, but you cannot hire yourself.

am providing lead gen service and i have clien profile as well where i want to hire for few other services as well my few friends got their account suspended they were using dual accounts in one profile 

Is there any guideliness where i can make sure my account remains secure.

You should ask your friends why they were suspended, because Upwork always gives a reason, even if it's irregular or unusual activity.
