Client can't send me invitation to be a part of their Upwork agency

Hello, I'm new to Upwork.
Currently, I found a client who wants to hire me but they can't seem to send me an invitation for me to be a part of their Upwork agency as an exclusive freelancer (screenshot attached). I've already cleared all my proposals and set my profile to public. I'm wondering what else should I change or what else should I do?
