You can't flag the client.
The client did not violate Upwork TOS or break any rules.
Clients may end contracts at any time.
Freelancers may end contracts at any time.
You made a tactical mistake.
Next time, don't accept a contract until you are ready to log at least ten minutes of time working on it.

Whether the system is wrong or right... I know how to use the system. And now you know how to use it as well.
Between the time that you clicked Accept to start the contract, and the time that the client closed the contract, how much time elapsed? How many days, hours, and minutes?

Just several hours passed, I was waiting for client to send me files and links to work. Whatever. I believe I'll just abandon Upwork, because this kind of algorythm just doesn't seem right to me.

The simple way to avoid this is ask for the files you need to get started and don't accept the contract until you have them.

You learned a lesson. Never accept a contract until you have received all the necessary materials to begin.

If a client cancels an hourly project before any time has been recorded by the freelancer using TimeTracker, is the client allowed/required to leave feedback for the freelancer as part of the cancellation process?

Will:
On rare occasions I have closed a contract on freelancers who simply disappeared after agreeing to a contract. If I recall correctly, there is always some kind of feedback requested. But client feedback for zero-pay contracts does not show up on freelancer profile pages.

If no time was recorded, there is no option to leave the usual (public) "out of 5 and written" feedback. Only private feedback.
If, subsequently, money was paid, public feedback can be left.

Hi Petra,
I have been in a similar situation. Client cancelled before any time was logged. It says Feedback to you as N/A. Since no time was recorded, would this not affect my JSS score, and not be there in my profile for other people to see it?

It will only affect your JSS if the private feedback left by the client was negative.
The contract won't show on your profile.
