The client paid you $30 (you can only dispute funds that were funded). The feedback won't be removed as it does not violate Upwork's terms of service and you're not top-rated.
The only way to get that feedback to vanish would be to issue a full refund, but the poor outcome will still affect your future Job Success Score.
