Client eating connects

I am wondering about connects. I can't get my connects back when I withdraw proposal. How long I have to wait to get my connects back if project is not cancelled by the client? If that's even posible. In job description I see that a week after posting a job client doesn't interview anyone.

You don't get them back. If you need more, you'll have to buy them.
