Client feedback removal

If my client gives me bad feedback and I refund all the amount to him, will the public feedback from my profile be removed forever or can it appear again as well?

and If i give the refund, does the client need to approve it first for removal of feedback?

Public feedback will be removed, but it is the private feedback that counts most for your JSS rating. 

No, the client does not have to approve it first. 

ETA: If you are top-rated, you can use your perk to remove public and private feedback (and you don't have to refund).
