Client has listed application as Canadians only but wants South Africans to apply

Received the following notification however the proposal states that south african applicant only. Is there a way to notify upwork ot the client? kind regards and thanks in advance.

There is no such information that applicant must be from South Africa. You may be Canadian and live in South Africa or you will be send to South Africa to work.
