Client insisted on strict milestones - over a month beyond dragging his feet on "final approved"

I've been at this for awhile so thought I read this client correctly..from the start he was clear about milestones  must be met. I met them all. I produced qualtiy work that he approved, even when he was all over the map about what he wanted. We were very friendly and collaborate, positive relationships.  With the last milestone, it is "final approved version" for payment...so over a month after submitting the final version, he he is dragging his feet, slow to respond, saying he is reviewing one of the earlier deliverables that was already "approved" and paid for...I have even offered to iterate as needed based on his feedback, but no reply/action.

I know he is onto a new project that he asked me to work on, but which I did not have time or inclination to do as I was beginning to get suspicious of his ethics.  He advertised that job on Upwork, then when he found someone, removed it and I believe hired them offline (I don't have proof).  So I am seeing a different side to him. I was very very polite about declining the invitation and I think he took offense anyway or just wrote me off at that point. I should add I think there are cultural issues at play here.. I am afraid this may have something to do with the change of attitude.  I have made a few very friendly attempts to coax him on but now reply. It's as if he is changing his mind on what he wanted or indicating that to avoid final payment.  I am tempted of course to just request payment and risk the bad review...I have yet to publicly criticize a client ni feedback and am reluctant to do so, but I feel he might ding me if I request milestone payment...what are my options if he refuses to pay?

 Request payment, normally with a milestone that had a piece of work attached to it, he'd have 2 weeks to pay or request changes, so dragging it out for a month just tells me he doesn't want to pay. You can deal with a bad review (especially if it isn't your fault and you already have a positive work history), but how long are you going to last if clients don't pay you?

you're right thanks for the reminder, I've never had to attach work to milestones because clients have always paid me before based on work sent through messages, so I forgot about that! Still gonna p*** him off I bet 😞
