Client isn't going to accept proposal, but will pay for my consulting services. how to charge client

Hello,

I was in contact with a client who had a situation.  I submitted a proposal but he is not going to move forward with it, but still he's willing to pay for the time I invested in investigating his situation.  How do I charge the client through UPWORK?  Do I send him my invoice through a message?  or does he need to create a contract for the consulting service?  This is my first time using the platform.

Your client can create a fixed-price contract and fund a milestone to pay you for the interview. I have collected some articles to help your client create a fixed-price contract, which you may want to share with them.
