No problem Just accept the offer but tell the client you cannot work until his payment method is verified. I do it all the time. Just wait until UW tells you it's verified before you begin to work.

So that means, i am exposing myself to the risk of JSS decline if client is unhappy (because there is already a contract once i accept), but also exposing myself to the risk of not being paid? That's simply not fair. I'll pass on it.

What's the big deal? Once you've discussed the job with the client and scoped the project, tell the client you'll accept the offer once their payment method is verified. It usually takes minutes, or hours at most.
I work with such clients all the time. I have no idea what worries you here, it's an absolute non-issue.

If you aren't confident in the client's trustworthiness, don't accept the offer until payment is verified. If you do and the client doesn't verify, you may end up with a 'nothing paid' contract.
That being said, I once accepted an offer before the client's payment was verified. I was working with a business and the person hiring was not the same person responsible for making corporate payments. The entire team had just shifted to working remotely and there were communication delays. I was confident that payment would be made when required so I didn't worry about the status. (The contract went fine and I receive payment.)

If you've been sent an offer, you should have access to the message board so that you can ask the client questions and get all of the details. I would never accept a project without discussing it first, regardless of whether the payment method is verified or not.
