If the edits are out of scope, start charging for them.
How many rounds of revision did you agree on initially?

Based on what you told us, I have no way of knowing if this client is a devious and dishonest person who is manipulating the system to avoid paying you...
...or if he simply does not know how to use Upwork fixed-price contracts properly.
If we are not certain, I always recommend giving the client the benefit of the doubt and giving him the opportunity to do the right thing.
You could tell the client:
"Carl, thank you for your note about the next changes that you want done. The original agreed-upon work has been completed. After you release the current escrow payment to cover that work, I will get to work immediately on those changes. You can set up a new milestone with a $25 escrow payment for that, or you can close the current contract and create a flexible hourly contract. Whichever way you prefer will be fine with me."
