So there's a client, his work is completed, he is online every day (we communicate on Slack).
I have to deliver him the work and he has to pay me, I reminded him many times that his work is complete and just needs to be delivered but since then he isn't replying to my messages. He hasn't paid me yet.
What should I do: Submit the work on Upwork and let the countdown begin?
Wait until he replies so he can approve the milestone.

Yes, submit the work. That's what you're supposed to do, you want to submit through the upwork platform in order to get paid.

Clients are not obligated to respond to freelancers.
If you use Upwork properly, then you will be paid AUTOMATICALLY
It is not necessary for the client to do anything.

Yes. Of course.
That is how it works.
When I complete a fixed-price task, I click the "Submit Work and Request Payment" button.
I don't send ANY messages to the client. I don't send an initial message. I don't send reminders.
