Client payment refund

Hello, 

I recently refunded the hourly payment amount which was automatically billed to my client as per the hourly rate and the work I logged in. 

I want to know to whom will the 10% service fee be billed? 

There is no balance in my Upwork account since I have already withdrawn the payment from previous contracts. 

We terminated the contract and I really want my client to receive a complete refund.

Just refund exactly what the client paid (not what you received after the fees) and Upwork will also refund the fees, so the client gets back exactly what they paid and you refund exactly what you received.
