Client placed the order with a deadline but haven't provided me the required things to start work

Hi. I got a one shot order on Upwork worth 20$. I am doing telemarketing so in the requirements before any one place the order, I've clearly placed two questions to clients:

1) Do you have leads/data available to dial?

2) Do you have your dialer?

 

Because that's what I must need from clients to start telemarketing of their product/services. The client purchased the order and wrote yes in both the questions. Order delivery is due at june 15 . I asked him several times to provide me with the stuff so I can start working but now, day before the due date he is saying that he wants me to start on June 17 as he doesn't have the leads and dialer ready. Delivering the order late is going to effect my profile as I have all positive feedbacks. Please help me out what should I do.?

What about JSS.? Will it not effect my JSS as well.?
