Client profile 101 job posted and 11 job open. Just 2 hires with $200 spent

I got a invite from the client whose profile list 100 job posted and only 2 hires with 11 job post open. Is this some strategy to inflate the number of job post and make freelancer believe that client have huge potential. 

I am not able to understand why someone will open the 100 jobs and will have only 2 hires with only 11 left open. Propbably those open will be also closed. 2 hires have given 5 star rating to the client.

What do you see in this strategy?

The "client" is a scammer luring freelancers outside of the platform, in order to cheat them.

Agree. People do not go in details sometimes and see that person have posted 100 jobs so think that this must be legitmate. But some fail to notice that person have only hired on 2+ jobs and that too for couple of hours.
