Client's Account Suspension

There is one client, his account got suspended and he said that he will send me invite from another account(he even removed the message in which he said this). I want to ask, "is it the  violation of Upwork TOS?" because if that's the case I will never do it. Please guide me, I am confused. 
I may be sounding a bit dumb but I am genuinely confused.  I
