Client's Jobs in progress not appearing

Usually if I am not selected by a potential client I just forget about it and move on,however every once in a while I do get curious as to what freelancer was awarded to job. This would mainly be if my background was an ideal match. For example if the project was construction related and I had a background in construction management. Anyway, if you went and looked at the jobs in progress on the job description it would list the wining contractor. However I am seeing more and more projects that have been awarded, but there are no jobs in progress listed. This is even after the client has made a payment(s).
