Client segregating people based on their nationality

I find it absolutely unappropriate and illegal to segregate people based on their nationality. The client in this post **Edited for Community Guidelines** says to pay $5/h or less for anyone and pay $10-15/h for Ukranian. Does it mean that a developer with a different nationality and having appropriate skills will be paid less then UA person?

I consider that this violates the platform rule https://www.upwork.com/legal#nondiscrimination and hope that the platform will take the appropraite steps to stop this.
