Client sharing other freelancer asking good review, is that violate TOS if I don't report?

Hi Freelancers,

I asked one of my client why he hired two people on same job. He says the other guy is inexperienced and want to do the job with 1$ and a good review. So I hired him to help him out. The client sharing this to my inbox.

Should I report that? If I don't report that, is that violate TOS or do I face any issues on my profile for this? I did not ask him good reviews. Some other freelancer asked and he just shared that to me.

It's real and happens all the time. That's just one small example that doesn't involve payment from the FL to the buyer (but who knows?). People are more concerned with their profiles and how to get jobs, than doing a good one.

Feedback manipulation is of course not allowed.
