Client undecided to hire me because im in between locations

Client would really love me to be hired along with other freelancers from my country but they think they might have some issues with the IRS with me because Im in the process of getting a green card.

Can't I just work as someone from the Philippines while im still processing my papers in the US.?

Any advise would be greatly appreciated.
