I have a client that is unresponsive for 3 weeks and did not pay the last portion of the project. Fortunately it was NOT a lot. Does Upwork want to know who these bad actors are?

Thank you for reaching out to us. For Fixed-Price jobs, freelancers are advised to use the submit work link next to the funded milestone on the contract details page in order to share work with their client and at the same moment request payment. Once you submit work and request payment, the client will have 14 days to review it and either approve or request changes. If they take no action in 14 days, the funds in Escrow will be released to you. You may read more about Fixed-Price Protection here.

There is nothing Upwork can do, if you didn't ensure a milestone was funded for the work you did.

If the milestone was funded then you just submit your work under the milestone and you will get paid in 2 weeks. If they didn't fund the milestone then there is not a lot you can do, you shouldn't start work on a milestone until its funded for this reason.
