I have a client that has twice now asked me to do work, I do the work and submit it. But now he won't pay me because he says that he didn't use what I did or says it didn't match what he told me to do (when in reality it did) and he already built it all himself. He didn't even give me the opportunity to fix it. So then he says can you just do this other thing instead. How do I not let this project negatively impact my rating? And how do I get out of this before doing more work for free. My time isn't free and I deserve to get paid whether he chooses to use the work I did or not!

As long as you keep doing work without pay, he'll keep demanding it. Just stop. The worst that can happen is he leaves you bad fb. You have a strong JSS and a ding from this probably won't hurt you. And if it does, you can use your TR removal perk.
I would try to negotiate partial payment, even a small token amount. But even if he goes for that, don't do any more work. Stall him until he goes away. If that doesn't work, close the contract and block him. In any event, leave honest fb about him.
